asked the Under-Secretary of State for the Colonies whether the arrangement to export rum to West Africa is designed to increase the consumption of rum in West Africa, or is likely to have that effect; and whether any Governmental consultations have taken place on the matter?

My Noble Friend has no information of any special arrangement to export rum to West Africa. The latest figures available up to August, 1941, show very little change compared with the imports into West Africa for 1939 and 1940. There were no Governmental consultations regarding any arrangements to export rum to West Africa.
