asked the First Lord of the Admiralty whether he will consider recommending that the Merchant Navy be granted the prefix of "Royal" to mark the gratitude of the country for their courage and endurance and excellent services?

I have been asked to reply. My noble Friend the Minister of War Transport fully shares the admiration and gratitude for the work of the Merchant Navy which prompts this Question. But, unlike the Royal Navy, the Merchant Navy does not consist of vessels owned or in normal times controlled by the Crown nor is its personnel enrolled in a public service in the accepted sense of that term. My noble Friend therefore takes the view that the suggestion is not one which could be appropriately submitted.

Ministers make up the Government and almost all are members of the House of Lords or the House of Commons. There are three main types of Minister. Departmental Ministers are in charge of Government Departments. The Government is divided into different Departments which have responsibilities for different areas. For example the Treasury is in charge of Government spending. Departmental Ministers in the Cabinet are generally called 'Secretary of State' but some have special titles such as Chancellor of the Exchequer. Ministers of State and Junior Ministers assist the ministers in charge of the department. They normally have responsibility for a particular area within the department and are sometimes given a title that reflects this - for example Minister of Transport.
