I can give the hon. Member the assurance he wants. The Bill says: When it is brought to the notice of an education authority that a child attending a school in their area is unable by reason of lack of food or of clothing to take full advantage of the education provided, the education authority shall make such provision for the child out of the education fund as they deem necessary. It is only after that has been done that they will carry through the other part of the procedure laid down in the Bill of seeing whether the parents are able to meet these legitimate charges.
