asked the Secretary of State for Air whether a bomber pilot can use his powers of discretion and return to his base without reaching his objective if he is of the opinion that from the weather or from the state of his machine it would be unduly jeopardising the aeroplane and its crew?

Secretary of State

Secretary of State was originally the title given to the two officials who conducted the Royal Correspondence under Elizabeth I. Now it is the title held by some of the more important Government Ministers, for example the Secretary of State for Foreign Affairs.
