It is not the policy of the Allies to intervene in the administration of Persia except where circumstances make our Intervention necessary in the Allied interest. In those parts of the country now occupied by British troops, the military authorities have taken the necessary measures to ensure the safety of their communications.

Secretary of State

Secretary of State was originally the title given to the two officials who conducted the Royal Correspondence under Elizabeth I. Now it is the title held by some of the more important Government Ministers, for example the Secretary of State for Foreign Affairs.
