asked the Chancellor of the exchequer whether the tenants of flats and houses, whose leases provide for responsibility in internal decoration, should apply to the War Damage Commission or the landlords in cases where their obligations have been increased as a result of enemy action?

The incidence as between a tenant and a landlord of the liability to make good war damage does not depend upon the incidence of the obligation to repair ordinary damage but upon the position of the parties under the provisions of the Landlord and Tenant (War Dam age) Acts. Application for payment by the War Damage Commission of the proper cost of making good the war dam age should be made after the work has been carried out by the person who has incurred the cost.

Chancellor of the Exchequer

The chancellor of the exchequer is the government's chief financial minister and as such is responsible for raising government revenue through taxation or borrowing and for controlling overall government spending.

The chancellor's plans for the economy are delivered to the House of Commons every year in the Budget speech.

The chancellor is the most senior figure at the Treasury, even though the prime minister holds an additional title of 'First Lord of the Treasury'. He normally resides at Number 11 Downing Street.
