asked the Prime Minister when the Regulations on the Determination of Needs Act will come before the House of Commons, as the Bill became law on 26th March, and it was understood that the Regulations would come before the House within one month of the passing of the Bill into law?
The House of Commons is one of the houses of parliament. Here, elected MPs (elected by the "commons", i.e. the people) debate. In modern times, nearly all power resides in this house. In the commons are 650 MPs, as well as a speaker and three deputy speakers.
