Naval ratings have two free travelling warrants a year, and may travel at half the ordinary fare on other occasions. Their wives are also entitled to this half fare rate, and my right hon. Friend regrets that he is unable to make any further concession. Relatives with the usual permits are allowed to enter the North of Scotland Protected Areas and also, subject to certain conditions, the Orkneys and Shetlands. All persons entering defence areas may be challenged to produce evidence of the purpose of the journey, though no permits are issued. Visits to naval relatives, except in special circumstances, are permitted.
