I did not say that, and I do not think the Noble Lord did. It is strong presumptive evidence that if a man is a victim of a Nazi oppression he is a friend of this country. He is first combed out carefully by the tribunal after he has been watched for months and sometimes for years by refugee organisations, who see him every week, and after he has lived in hostels under reliable British guidance, and after he has had guarantors. What greater guarantee can you have?
