the Secretary of State for the Colonies when he will be in a position to make a statement on the working of the constitution of Ceylon?

Mr. M. MacDonald:

Certain reforms of the Ceylon constitution were suggested by the Governor and debated in the State Council last year. The result of that debate did not disclose a general agreement on the lines of reform and I am in consultation with the Governor as to the further procedure which may be acceptable and helpful.

Secretary of State

Secretary of State was originally the title given to the two officials who conducted the Royal Correspondence under Elizabeth I. Now it is the title held by some of the more important Government Ministers, for example the Secretary of State for Foreign Affairs.
