Mr William Leach
, Bradford Central
asked the Home Secretary whether he will consider amending the Draft Regulations governing house-to-house collections, dated 9th December last, which give in Clause 16 a list of authorised accountants' societies whose certificates are to be recognised, so as to include the Institution of Certified Public Accountants, already recognised by other Government Departments?
Sir John Anderson

I have received representations with regard to the regulation to which the hon. Member refers and these will be fully considered before the regulations are finally made.
Mr William Leach
, Bradford Central
Does that mean that we may hope that this society will be included?
Sir John Anderson

I will not prejudge the decision which may be come to.
A parliamentary bill is divided into sections called clauses.
Printed in the margin next to each clause is a brief explanatory `side-note' giving details of what the effect of the clause will be.
During the committee stage of a bill, MPs examine these clauses in detail and may introduce new clauses of their own or table amendments to the existing clauses.
When a bill becomes an Act of Parliament, clauses become known as sections.
