The local authorities who administer the Armorial Bearings Licence Duty in England and Wales and receive the revenue from it are not under my control, and I have no information as to the number of persons who are liable to pay the duty. In these circumstances I am not disposed to adopt the alternative suggestion of my hon. Friend.
