The action of the Finnish Government was taken on their own initiative. The Secretary-General of the League has transmitted to His Majesty's Government the Finnish Government's request that the Council and Assembly should be convoked. The Council has accordingly been summoned for Saturday next, 9th December. It is anticipated that the Assembly will meet on Monday, the 11th. His Majesty's Government will be represented by my right hon. Friend the Parliamentary Under-Secretary of State for Foreign Affairs, who will make a statement on their behalf at the meetings.

Secretary of State

Secretary of State was originally the title given to the two officials who conducted the Royal Correspondence under Elizabeth I. Now it is the title held by some of the more important Government Ministers, for example the Secretary of State for Foreign Affairs.
