Mr. STANLEY:

In the first instance, the Board expressed some doubt as to the wisdom of throwing open the plans to competition. The question has, however, since been discussed between representatives of my Department and of the local education authority; and I do not wish to interfere with the authority's discretion, if they are satisfied that this course is calculated to result in the production of a thoroughly efficient design for the new buildings.
