asked the Secretary of State for Scotland the position with regard to the functioning of juvenile courts in the county of Fife?

There has been some difficulty with regard to the liability for payment of the expenses of these courts. In order to determine the legal question involved a special case is to be presented to the Court of Session by the parties concerned. By an amicable arrangement between the parties the courts are now in operation and will continue to function pending determination of the legal question by the Court of Session.
Secretary of State was originally the title given to the two officials who conducted the Royal Correspondence under Elizabeth I. Now it is the title held by some of the more important Government Ministers, for example the Secretary of State for Foreign Affairs.
