asked the Minister of Transport whether in view of the impossibility of enforcing the use of a mechanically-operated reflector to deflect the beam, as laid down in the new lighting regulations, he will consider amending them?

The regulations recently issued with regard to the lighting of vehicles are advisedly in draft form in order that advantage may be taken of any suggestions from my hon. Friend or from any other quarter. Perhaps my hon. Friend would be good enough to send me an explanation in greater detail of any proposals which he may desire to advance.

The reflector referred to in the lighting regulations is a mechanical impossibility.
