I know that part of the provisions are in effective operation in Scotland, but could not the right hon. Gentleman, under the part of the Bill dealing with prisoners, issue a circular to procurators-fiscal and others that in the meantime they should, as far as possible, carry out the spirit of the Bill introduced for England?
