The Governments concerned have kept His Majesty's representatives informed of the developments in North China. While, therefore, I have constantly in mind the question of the safeguarding of British interests in that region, I do not consider that it is necessary for me to make a request of the nature referred to by my hon. Friend.

asked the Secretary of State for Foreign Affairs whether, having regard to the interests of British bondholders in Chinese railways, the Japanese Government are required to make payment for the transport of Japanese troops on Chinese railways?

I have no detailed information on this subject. Payment, however, is normally made for the transport of foreign troops on Chinese railways, and I have no reason to suppose that in this respect the Japanese Government adopt a procedure different from that of other Powers who maintain troops in China.

It is difficult to make any estimate, but according to the most recent and reliable authority the amount involved represents but a small proportion of the total British investment in China.
Secretary of State was originally the title given to the two officials who conducted the Royal Correspondence under Elizabeth I. Now it is the title held by some of the more important Government Ministers, for example the Secretary of State for Foreign Affairs.
