asked the Secretary of State for Foreign Affairs whether any investigation has been made by or on behalf of His Majesty's Government into methods of applying economic sanctions under Article XVI of the Covenant; and, if so, whether the results of the investigation may be published?

The imposition of such sanctions is contemplated in the Covenant of the League of Nations. His Majesty's Government have, therefore, naturally considered the question, but I am not in a position to make any statement in the matter.

Since the Government hold the view that other forms of collective security cannot be relied upon, will they not give further attention to this much neglected form of collective security, separately or through the League of Nations?

Secretary of State was originally the title given to the two officials who conducted the Royal Correspondence under Elizabeth I. Now it is the title held by some of the more important Government Ministers, for example the Secretary of State for Foreign Affairs.
