asked the Secretary of State for Foreign Affairs (1) whether he is in a position to state the nature of the communication made by His Majesty's Ambassador to the State Department of the United States Government on behalf of His Majesty's Government with reference to present conditions in China;
(2) whether His Majesty's Government communicated to the Japanese Government their suggestions with regard to an international loan to China simultaneously with their approach to the United States Government on the question?

Instructions were sent simultaneously to His Majesty's Ambassadors at Washington and Tokyo to make to the Governments of the United States and Japan a communication in the sense indicated in the reply returned on the 6th March to my hon. Friend the Member for Whitehaven (Mr. Nunn). No suggestion for an international loan to China has been made by His Majesty's Government.
Secretary of State was originally the title given to the two officials who conducted the Royal Correspondence under Elizabeth I. Now it is the title held by some of the more important Government Ministers, for example the Secretary of State for Foreign Affairs.
