asked the Under-Secretary of State for Air whether he can state definitely that a report will be issued on the investigation into the cause of the recent Royal Air Force autogyro fatal accident; and, if so, when such a report will be expected?

Secretary of State was originally the title given to the two officials who conducted the Royal Correspondence under Elizabeth I. Now it is the title held by some of the more important Government Ministers, for example the Secretary of State for Foreign Affairs.
