asked the Postmaster-General whether, in the Metropolitan postal area, any real advantage is gained by stamping a letter posted by the final collection with special express delivery postage; and whether such special postage ensures the delivery of the letter either simultaneously with, or in front of, the ordinary first delivery of letters?
