asked the Postmaster-General whether he is aware of the inconvenience caused and the frequent surcharges made by reason of the fact that postcards between Great Britain and the Dominions require a 1½d. stamp, the same as a letter, instead of a 1d. stamp, as in Great Britain; and whether he will take into consideration the desirability of having the postage rates both for postcards and letters the same for the Dominions as for Great Britain?

I am aware that, notwithstanding the publicity given to the correct postage, postcards for Empire destinations are frequently posted at the inland rate of 1d. instead of at the proper rate of 1½d. A number of considerations are involved in my hon. Friend's suggestion, but I am looking further into the matter.

Does not the right hon. Gentleman think it would be very much appreciated by citizens of the Empire if we could have a penny postcard throughout the Empire?
