3.asked the Secretary of State for India the rate of excise duty on jute, if any, and the rate of the export duty?

There is no excise duty on jute. The export duty on raw jute cuttings is Rs.1¼ per bale of 400 1bs. and on all other descriptions of raw jute Rs.4½ per bale.
Secretary of State was originally the title given to the two officials who conducted the Royal Correspondence under Elizabeth I. Now it is the title held by some of the more important Government Ministers, for example the Secretary of State for Foreign Affairs.
