I would invite the attention of my hon. Friend to the second part of the undertaking, which provides that on the expiry of the Bombay agreement the duties on United Kingdom goods for the remaining period up to 30th April, 1939, will be fixed on a review of conditions then existing and in the light of such experience as may have been gained. This, read with Article 3 of the agreement, provides security for the fixation of the duty after 1935, unless the Bombay pact is renewed, according to the terms of the agreement, that is to say, after due inquiries in India and in accordance with the policy of graduating the measure of protection so as to equate the price of imported goods to the fair selling price for similar goods produced in India.
