The Treasury Director, in this and other cases, has no special powers over and above those conferred upon other members of the board. With regard to the second part of the question, the Treasury was given power, under the Trade Facilities Acts, to guarantee loans, after consultation with the Advisory Committee appointed in terms of those Acts. The question of a recommendation by the Treasury Director did not therefore arise.
