My hon. Friend probably has in mind the recommendations in paragraph 49 and paragraph 107 (viii) of the Report of the Committee on Control of Private Flying (Cmd. 4654). As is indicated in my Noble Friend's prefatory memorandum on the report, at Recommendation (viii), the representatives of the United Kingdom on the International Commission for Air Navigation will continue to press that international airworthiness requirements should be prescribed in broad terms only.

Secretary of State was originally the title given to the two officials who conducted the Royal Correspondence under Elizabeth I. Now it is the title held by some of the more important Government Ministers, for example the Secretary of State for Foreign Affairs.
