asked the Secretary of State for India whether in any part of India any persons are now being detained for a period as long as 10 years or more without trial and without a charge being preferred?

There are 10 persons who were arrested more than 10 years ago and whose movements are still restricted under the State Regulations. There are no persons who have been in gaol for more than 10 years without trial.

Secretary of State

Secretary of State was originally the title given to the two officials who conducted the Royal Correspondence under Elizabeth I. Now it is the title held by some of the more important Government Ministers, for example the Secretary of State for Foreign Affairs.
