Do I understand that the Royal Assent is being given to the island having a debt, when it can well afford to
pay out of revenue, and when there is a strong opposition to such a debt being created?
Obviously, the right time to discuss this question, if the hon. Member wishes to discuss it, is when the Bill is introduced and on the subsequent stages of the Bill.
