But it excludes loss of time, as has been pointed out by the hon. Member for Peebles (Mr. Westwood). This Bill is doing great damage to Scotland in a great many ways, and I hope the Secretary of State for Scotland will preserve the right that democratically-elected representatatives should be paid for doing public work. If we do not get this right conceded the democracy will be left in the lurch and only the rich will be able to carry on public work.
