Can the right hon. Gentleman say whether the Treaty has already been ratified by the South African Parliament?

The Treaty has not yet been ratified by South Africa as far as I am aware.

As I say, I do not think it has yet been ratified by Parliament.
Secretary of State was originally the title given to the two officials who conducted the Royal Correspondence under Elizabeth I. Now it is the title held by some of the more important Government Ministers, for example the Secretary of State for Foreign Affairs.
