42.asked the Secretary of State for Dominion Affairs what are the functions of the assistant cinematograph officer on the staff of the Empire Marketing Board; whether the appointment was open to competition; and what qualifications are necessary?

The officer in question has undertaken a number of different duties incidental to the cinema work of the Empire Marketing Board, including the direction of a film of the herring industry. The post was felt to require special qualifications, and was filled by the selection, after trial, of an officer who had devoted several years to a study of those aspects of cinema work with which the Board are chiefly concerned.

Secretary of State was originally the title given to the two officials who conducted the Royal Correspondence under Elizabeth I. Now it is the title held by some of the more important Government Ministers, for example the Secretary of State for Foreign Affairs.
