This matter is still under discussion with the Government of India, and my Noble Friend is not yet in a position to give a date by which an announcement can be made, but he hopes to be able to do so before the House rises for Easter.
Secretary of State was originally the title given to the two officials who conducted the Royal Correspondence under Elizabeth I. Now it is the title held by some of the more important Government Ministers, for example the Secretary of State for Foreign Affairs.
