asked the Secretary of State for Foreign Affairs whether it has been decided that the next meeting of the Council of the League of Nations shall be held in Madrid; and, if so, why?

At the last meeting of the Council of the League, the Spanish representative extended on behalf of his Government an invitation to the Council to hold its next session at Madrid. The Council unanimously accepted this kind invitation.

Can the right hon. Gentleman state whether the reason for accepting the invitation was in order to give an air of international respectability to the dictatorship of General Primo de Rivera, and, further, may I ask whether the next meeting of the Council of the League will be held at Rome? Secretary of State was originally the title given to the two officials who conducted the Royal Correspondence under Elizabeth I. Now it is the title held by some of the more important Government Ministers, for example the Secretary of State for Foreign Affairs.
