The net sum handed over to the Sudan Government, after the payment of compensation and medical expenses referred to in the Estimate presented to the House in February, 1925, was £473,103. This sum was to be devoted to a programme of expenditure on medical, educational and charitable objects in the Sudan and is now being used for those purposes. The hon. Member will find full details of the instructions given to the Sudan Government and the actual use made of this money in the annex to the Sudan Annual Report for 1927 which was laid as a white paper yesterday.
A document issued by the Government laying out its policy, or proposed policy, on a topic of current concern.Although a white paper may occasion consultation as to the details of new legislation, it does signify a clear intention on the part of a government to pass new law. This is a contrast with green papers, which are issued less frequently, are more open-ended and may merely propose a strategy to be implemented in the details of other legislation.
