The observation I made was almost literally to be found in the Royal Commission Report: This moans either that the total output of coal will he increased by about one-eighth, say £30,000,000, or by more, the number of millers remaining unchanged, or if the total output is to remain unchanged, the number of miners employed will be reduced by about one-ninth, say 130,000.
