Whatever your views may be as to whether trading should be municipal or on an individualistic basis, I cannot conceive how you can call that fair trading. If it is said that municipalities are doing this kind of business in an increasing degree, I do not think that the argument that 81 blacks or 82 blacks make one white can be upheld.
