14.asked the Secretary of State for War whether the War Office propose to take any action with respect to the circulation among the workers at Woolwich Arsenal of the Communist news-sheet called the "Arsenal Workers' Bullet-in," in view of the fact that the object of this journal, modelled on the instructions given by M. Zinovieff, the head of the Russian Foreign Propaganda Department, is to provoke discontent and foster sedition among the Government employés at the Arsenal?
