I have ascertained that the facts reported in the Press as to the circulation of this document, and its terms, are substantially correct. The Bengal Government have declared all copies of the leaflet to be forfeited under the Code of Criminal Procedure, and every effort is being made to trace the offenders. So far as I am aware no arrests have yet been made.
