I have been asked to reply. There is record of the arrival of one Giacomo Matteotti in the United Kingdom on 22nd April last, and of his departure on the 26th of the same month. I think this person is identical with the Signor Matteotti named in the question.

Secretary of State was originally the title given to the two officials who conducted the Royal Correspondence under Elizabeth I. Now it is the title held by some of the more important Government Ministers, for example the Secretary of State for Foreign Affairs.
