I will circulate a list of the names of the Soviet Delegation in the OFFICIAL REPORT. As regards propaganda, no specific undertaking has been asked for, but the delegation must be held bound by the previous undertakings of the Soviet Government.

Is the Prime Minister aware that a violent speech was made at the Communist Conference at Manchester on 18th May by someone stating he was a delegate from the Communist International; and is not that body practically identical with the Soviet Government?
