asked the Under-Secretary of State for Foreign Affairs whether the French Parliament, before it adjourned, ratified the part of the Treaty embodying the Root Resolutions agreed to at Washington for the purpose of regulating the use of submarines against merchant ships?

The answer is in the negative. The agreement referred to constitutes a separate Treaty.

Will some representation be addressed to the French Government in view of the enormous importance to our commerce of these Root Resolutions?

No doubt representations could be made, but I do not know whether the Government would think it desirable to do so.

Delegates at the Washington Conference were aware of the extent of the Japanese light cruiser programme at that time. The programme has been slightly modified since the date of the Washington Conference.
