The hon. Member for Seaham (Mr. Webb) stated that, if the Second Reading of this Bill were rejected, all that the Government would have to do would be to bring in a new Bill. I do not like to lay down the law, but my belief is that the Government would not be able to do that.
The Second Reading is the most important stage for a Bill. It is when the main purpose of a Bill is discussed and voted on. If the Bill passes it moves on to the Committee Stage. Further information can be obtained from factsheet L1 on the UK Parliament website.
