asked the Prime Minister whether the memorandum presented by the Russian delegation to the delegates of the other Powers represented at The Hague Conference, containing a list of the concessions which the Russian Government, is prepared to offer to foreign capital, will be published?

At the last meeting of the Conference it was agreed that the minutes of that meeting and of the joint meetings with the Russian Delegation should be published. This will be done by the Secretariat-General of the Conference, under the arrangements of the Netherlands Government. The document to which the hon. and gallant Member refers will be included in this publication.
