Might I suggest that the Parliamentary Secretary should make the matter more certain, and should deal with the difficulty pointed out by my hon. Friend the Member for Mossley (Mr. Hopkinson) by changing, in Sub-section (2), "shall" ["the deficiency shall unless provided for"], to the word "may"?
