As I informed my Noble Friend on the 7th March last, the so-called advance is, in fact, an unpaid balance of purchase money for a warehouse which has been sold, by the Navy, Army, and Air Force institutes to the purchaser in question, to greater advantage by reason of the fact that payment has been taken in instalments.
