asked the Minister of Health the policy of his Department with regard to the suggestion of boards of guardians that they should be allowed a small sum for refreshments; and, if such is permitted, whether he will sanction the sum of 2s. per head?

There is no legal authority for the payment out of the Poor Rate of the cost of meals supplied to members of a board of guardians. But meals are sometimes supplied to guardians during their attendance at their institutions, and there is no objection to this, if they repay the cost.
