50.asked the Parliamentary Secretary to the Ministry of Transport whether, to carry into effect the proposals recently made public with regard to the abolition of the speed limit of mechanically-propelled vehicles in favour of more drastic and better-defined penalties in the case of reckless or dangerous driving, legislation will be necessary: if so, can he say if such, legislation will be introduced this Session; and will such legislation include a provision that no person shall be allowed to drive a mechanically-propelled vehicle who has not passed a reasonable test in' skill, physical fitness, and eyesight?
