asked the Chancellor of the Exchequer whether he can give the amount of money owed by Russia to this country upon the outbreak of war in August, 1914?

If my hon. Friend refers to indebtedness of the Russian Government to the British Government, the reply is that no money was owed by the Russian Government to the British Government upon the outbreak of war.
