asked the Chancellor of the Exchequer whether he will introduce the principle of purchasing their discharge for civil servants who wish to resign for the purpose of entering the services of limited liability companies, or other private concerns, when their services can be spared.

Lieut.-Commander YOUNG:

The proposal is not in my opinion a practicable one. I am not aware of any regulation which prevents the resignation of a home civil servant if he desires to take that course. If, however, at that time he has not become eligible for pension, his resignation would involve the loss of all pension rights.

Is the proposal not a practical one, seeing that it is practical in regard to the humble soldier and bluejacket who are allowed to buy themselves out for a very heavy sum compared with their pay?

I understand that the essential difference is that in the case of the civil servant there is no power to prevent him resigning.
